The Occupational Safety and Health Administration (OSHA) requires employer to ensure that their crane operators are certified. Subpart CC of 29 CFR 1926, Cranes and Derricks in Construction mandates that the operator demonstrate sufficient knowledge and skill through both written and practical tests (§ 1926.1427(a)).
There have been many discussions in the industry recently about the new crane rule and the effect it might have on how operators are certified. The primary issue that has generated the most concern seems to be OSHA’s position on certifying “capacity and type”. The National Commission for the Certification of Crane Operator (NCCCO) continues to be at the forefront of these discussions working closely with the industry and regulators alike. It is required that certification bodies, such as the CCO, be accountable to their accrediting agencies to ensure their tests are fair and relevant. While crane capacity is an element that needs to be considered in the development of crane operator certification exams, it is one of many factors that industry experts consider as they establish the means by which operator’s qualifications are assessed.
The NCCCO has stated, “We will ensure that, no matter what the outcome of this industry dialogue, every crane operator holding a current CCO certification card will still have a valid certification, in full compliance with federal requirements on November 10, 2014 when this provision takes effect.” The NCCCO stands behind the 125,000 certifications already issued and the hundreds that they continue to issue every month.
