In addition to providing third-party Mobile Crane Operator Evaluations, Crane Inspection & Certification Bureau (CICB) announces Mobile Crane Operator Evaluator Training Programs to assist employers with OSHA’s Final Rule.

OSHA has published a Final Rule amending the requirements for crane and derrick operator training, certification and employer evaluation under its Cranes and Derricks in Construction Standard in 29 CFR 1926 Subpart CC. The Rule has established that it is the employer’s responsibility to ensure that each Mobile Crane Operator is (1) trained to operate the crane type(s) for which certification will be issued; (2) has obtained certification/licensing in accordance with Subpart CC; and (3) is evaluated by the employer to ensure each operator can safety operate the equipment that will be used.
To assist employers, in addition to providing third-party mobile crane operator evaluations, Crane Inspection & Certification Bureau (CICB) has added mobile crane operator evaluator training to their Mobile Crane and Rigging Safety Awareness Program.
“Although certification provides an independent assessment of general baseline knowledge and skills, the employer evaluation is necessary to verify operator competence, specifically focusing on the safe operation of equipment and performance of tasks unique to the employer’s worksite,” said Larry Kime, CICB’s Senior Instructor/Technical Advisor. “Employer’s evaluation documentation must include the operator’s name, evaluator name and signature, date of evaluation and make, model, and configuration of equipment used in the evaluation. Employers must maintain evaluation documents on-site for as long as the respective operator is employed there.”
Since crane operators commonly work as subcontractors and frequently transition from job-site to job-site, OSHA believes that permanently establishing the employer’s obligation to evaluate crane operator competency is a critical element to ensure safe equipment operations on construction worksites.
