Crane Inspection & Certification Bureau (CICB), who has been upgrading the skills and education level of crane and rigging personnel throughout the United States since 1969, is fast approaching the administration of their 10,000th mobile crane practical exam. These exams are required for persons seeking their certification from the National Commission for the Certification of Crane Operators (NCCCO).
With many operators holding additional certifications for related programs, such as rigger and signal person, the actual number of NCCCO certification exams that CICB has administered is much higher. Anticipating the increase in demand for training and certification, CICB not only expanded their training facilities, but increased their staff of full-time NCCCO Accredited Practical Examiners.
“More important than achieving this numeric milestone,” said Jerry Longtin, CICB’s General Manager and NCCCO Accredited Practical Examiner, “is the improved crane safety that has resulted from having operators professionally trained and independently tested and certified.”
A Cal-OSHA study revealed an 80% decrease in fatalities relating to crane accidents following the implementation of that state’s requirement for crane operator certification. This decrease occurred despite an increase in the number of cranes active during the time the study was conducted, evidencing the impact of well trained and certified crane operators. OSHA 1926 Subpart CC requires operators to be qualified and nationally certified, if they are involved with material handling at constructions sites.
Experts agree that crane safety is greatly enhanced when crews are skilled and knowledgeable in the area of safe operations. Crews, including site managers, lift directors, operators, riggers, and signal persons, need to be trained to recognize hazards and mitigate risks specific to their job. “While certification is a verification of an operator’s or rigger’s knowledge,” said Longtin, “training is paramount.”
